Who We Are

Multi-Purpose Community Action Agency (MPCAA) is one of 23 Community Action Programs in the Commonwealth of Kentucky, serving the core counties of Bullitt, Shelby, and Spencer.
Founded as part of the national Community Action movement established by the Economic Opportunity Act of 1964, MPCAA works to help individuals and families improve their daily living conditions and achieve long-term stability. Community Action is about real people, volunteers who give their time and resources, families who find pathways out of poverty toward self-sufficiency, and dedicated staff who inspire and support lasting change.
MPCAA provides a wide range of services to adults age 60 and older, low-income individuals, and at-risk families. Incorporated as a private, nonprofit 501(c)(3) organization, the agency is governed by a volunteer board of directors.
With more than 50 years of service, MPCAA remains committed to identifying community needs and developing effective programs to meet them. Through its diverse services, the agency promotes self-sufficiency and independent living, empowering individuals and families to build on their strengths and achieve their own success.

​Multi-Purpose Community Action Agency will display the FY 2027 Community Service Block Grant Plan and Budget for public viewing in the Shelby County office at 207 Washington Street; Spencer County office at 44 Creekside Drive, Taylorsville; Bullitt County Office, at 214 Frank E Simon, Shepherdsville on Monday April 20, 2026 between the hours of 10:00 am – 1:00 pm. This project is funded, in part, under contract with the Cabinet for Health and Family Services with funds from the Community Service Block Grant Act of the U.S. Department of Health and Human Services.

                                                                   Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy 
The Low-Income Home Energy Assistance Program (LIHEAP) Spring Subsidy enrollment will begin on April 20 and run through May 22, 2026.
LIHEAP Spring Subsidy is designed to help households with income up to 150 percent of the Federal Poverty Guidelines to offset their cooling costs. It provides a one-time electric benefit, which is paid directly to the household’s electric vendor.

Applications will be accepted on a first-come, first-served basis, or until funds are depleted.

Interested households should contact Multi-Purpose Community Action to apply. Eligibility Requirements
Households must meet program eligibility criteria, including income limits, to qualify for assistance.
Applicants are required to provide the following documentation at the time of application:
  1. Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
  2. Proof of income for all household members from the preceding month.
  3. Most current electric bill, a statement from your landlord if electric is included in your rent, or a statement from utility company if you participate in a Pre-Pay Electric Program.
  4. The account number and name on the account for main heating fuel sources and electric bill.
Spring Subsidy does not require a disconnect notice, a past due bill, or eviction notice. The Subsidy benefit can be applied as a credit on your account. Assistance received during previous LIHEAP components does not affect household’s eligibility.
Community Action Kentucky administers LIHEAP in partnership with the Kentucky Cabinet for Health and Family Services, which receives funding as a pass-through block grant from the U.S. Department of Health and Human Services.
